Senator Ted Cruz and R-Wyo of R-Texas. Senator Cynthia Lummis of the United States reintroduced legislation in Congress aimed at exposing foreign influence in American public schools. The TRACE Act requires public K-12 schools receiving federal funds to disclose their relationship with foreign governments or concerns.
Transparency in reporting the Hostile Contribution to Education (TRACE) Act amends the 1965 Primary and Secondary Education Act. Local educational institutions require parents to inform their parents about curriculum or specialized training materials funded as foreign governments or as opponents designated as enemies such as China, Iran, Russia, North Korea, etc.

Schools must also report financial transactions with employees paid by such organizations and with foreign enemies. The law does not prohibit or impose any penalties on these relationships, but it focuses solely on mandatory public disclosure.
The US State Department lists countries of foreign concern over serious violations of human rights and religious freedom, including China, Cuba, Iran, North Korea and Russia. All of this has seen the large numbers of people illegally entering the United States under the Biden administration.

Senator Cruz warned of the threat of Chinese Communist Party (CCP) propaganda. “Our foreign enemies are actively targeting American educational institutions,” Cruz said. He emphasized that transparency allows parents to see who shapes the content taught in their children’s schools.
Senator Ramis said, “The Chinese Communist Party is spreading influence in American life… Parents deserve peace of mind knowing that they know that they learn American values, not propaganda from our foreign enemies.”

Rep. Aaron Bean of R-Florida, who introduced the companion law in his home, stressed the urgency. “American schools are for education, not spies,” Bean said. “We cannot allow our students… we can corrupt them by foreign enemies.”
The Trace Act does not force the school to cut ties with foreign entities, nor does it force the consequences to maintain those relationships. Lawmakers argue that transparency alone can help parents take action. However, the bill does not include a requirement to disclose the number of students registered from countries of concern.

This marks the second attempt by Senator Cruz to pass the trace law. He continues to spotlight foreign penetration, especially in various American institutions from China.
