The Venezuela Evangelical Council is moving forward with its commitment to advocating for freedom of worship in the formation of advisory teams to support leadership on issues of public engagement. The agreement was signed in Caracas by CEV President Rev. Cesar Mermejo and lawyer Maurice Yustaci as part of the national plan to “understand the times.” CEV

The Venezuela Evangelical Council (CEV) has launched a groundbreaking initiative to strengthen religious freedom across the country and signed the first agreement to establish an advisory committee on religious freedom.

The event included a visit from Attorney Maurice Eustache, one of the three jurists appointed to the project. At CEV headquarters, CEV President Rev. Cesar Mermejo and Record Secretary Pastor Zolada de Garcia joined Eustache during an era of prayer and discussion, signing a document outlining the committee’s initial responsibility.

The committee will focus on providing guidance, education and advisory support to the Venezuelan evangelical community under the institutional leadership of the CEV.

Strategic Plans with Seven Pillars

The creation of the committee follows the foundations laid down at the first gathering of identification and protest held just before the parliament under the theme of “understanding the times.” More than 70 pastors and leaders from 14 states came together to chart plans to address current challenges.

The rally developed a 7-point strategic action plan.


Unity: Promotes spiritual unity around evangelical values.



Bible: Encourages reading, applying and teaching God’s Word.



Formation: Provides training in areas such as essential missions, disciples, Christian stewardship, national and professional identity, and life skills.



Hope: Supporting pastoral and community well-being with an emphasis on social reconciliation.



Compassion: coordinates the state’s response to humanitarian needs.



Religious Freedom: Establishes an advisory committee to support leadership on issues related to freedom of worship and involvement with the state.



Prayer: Start a national prayer movement for Venezuela.


With the plan approved, Congress has launched a move called “Understanding The Times” to CEV Leadership, with the aim of translating these priorities into concrete actions.

Historical Steps for Religious Freedom

The Venezuela Evangelical Council expressed gratitude and high expectations for this institutional milestone.

“This is the first major step for the evangelical community in Venezuela, celebrating the work and legacy of so many men and women of God who fought for religious freedom in our country,” said Pastor Cesar Mermejo.

The organization also called on the church and believers to support the initiative in prayer, calling for the Holy Spirit’s guidance to a team of experts and pastors leading this effort.
