Pastor Jack Hibbs raised serious concerns about California Congressional Bill 495, calling it “the most dangerous bill we’ve ever seen.” Now he is urging parents to take action to protect their children. Speaking to CBN News, Hibbs explained that the bill poses an unprecedented risk to parental authority and child safety.
According to Hibbs, AB-495 allows an individual to gain temporary custody of their child simply by presenting an affidavit to the school. “All they need to know is the child’s name,” Hibbs said. The affidavit does not require an individual to identify, background check, or provide proof of their relationship with the child. Once the affidavit is presented, school authorities are legally required to hand over the child, regardless of parental consent. Designated individuals also gain authority to make medical decisions for the child, including permission to treat them, further escalating the risk.

Hibbs explained that the bill was written under a guise of compassion, claiming it would protect children from circumstances, including ice and immigration enforcement. “The author says it’s about protecting children from ice and Trump’s immigration efforts,” Hibbs said.

However, he emphasized that the vague language of the bill would make it extremely dangerous and open the door for potential exploitation. “There are no details except that it’s pedophiles and the trafficker’s dreams come true,” Hibbs warned.

Hibbs also emphasized that the impact of the bill extends beyond public schools. “Someone could come to day care, private schools, or even Christian schools and try to extract your child,” he said. Private agencies may legally challenge such attempts, but the initial risk is surprising. Hibbs and his lawyers pointed out that ambiguity in the law puts parents in a precarious position, making it difficult to find a child once taken.
Hibbs encouraged Californians to take action immediately. Due to the democratic control of the state’s vast majority, bills like AB-495 can pass without a public vote. To mobilise the opposition, Hibbs and his team are holding a rally at the State Capitol in Sacramento on Tuesday, August 19, 2025.
The goal is to reconsider signing the bill by showing visible opposition that could affect Presidential aspirations Gov. Gavin Newsom in 2028.

Hibbs further expressed his hope that residents do not need to leave California due to dangerous laws. “It would be a shame if the family had to be uprooted because of these laws,” he said.
California parents are urged to continue providing information, participate and hear their voices. AB-495 represents a vital moment of parental rights and child safety, and Hibbs calls on citizens to act decisively before the bill becomes law.
